Buyer's guide: Estimation & SOW Software for Microsoft Partners

A Microsoft partner doesn't quote one kind of project. An Azure move is sized by workloads and servers. A Microsoft 365 rollout is sized by users and mailboxes. A security job is sized by devices and policies. A Dynamics 365 build is sized by modules, links to other systems, and months of work. The best estimation software for a Microsoft partner prices all four the same way, so each SOW your team sends comes from the same rules. We sorted the options by how they work out the hours: spreadsheets, SOW templates, PSA estimates, and services CPQ.

TL;DR

  • Spreadsheets: Excel costs nothing extra and bends to any job. It has no approval step and no shared catalog.

Why estimating is hard across a Microsoft practice

Spreadsheets: Excel

Excel costs nothing extra, your engineers know it, and it can model almost anything. A good Azure workbook, with a row per workload and a column per role, is hard to beat for one architect working alone.

It breaks as the firm grows. Rates get copied into each file and drift. There's no approval step, so a deal can go out below margin and nobody sees it until the job is done. The numbers still get typed again into a Word SOW.

Verdict: Excel wins on cost and range. Keep it if one or two people do all the scoping. Move off it when a second team starts to quote.

SOW template tools: Expedience, ScopeAxis and ConsultCloud

Expedience Software

Expedience runs inside Word "as a ribbon" and links Excel to Word SOW templates: "Change a value in Excel; the Word SOW updates instantly." Its home page says contributors "never leave Microsoft Word and don't need an Expedience subscription." It also works with Copilot to write proposal text.

The hours still live in your Excel file. Expedience keeps the document right. It doesn't set the hours.

Verdict: Expedience wins for partners whose teams won't leave Word and whose SOWs carry a lot of legal text and strict formatting.

ScopeAxis

ScopeAxis is built "for IT services firms, MSPs & DevOps consultancies." You build the scope and it makes "a full WBS with effort hours, role assignments, and risk levels," then a proposal and SOW in Word, PDF or Google Docs. It has a Managed Services practice area with an "SLA framework, RACI matrix, managed asset register, service catalog, and onboarding plan."

Verdict: ScopeAxis wins on entry price. Plans are listed at $29 a month for one team member and $79 for three. We didn't find a PSA link or a Microsoft practice area on its home or pricing pages.

ConsultCloud

ConsultCloud captures requirements "from a brief, call or conversation," writes a proposal, and produces "a professional SoW with scope, roles and commercials." Then it matches staff by skills and who's free.

Verdict: A fit for firms that sell people by the day and want staffing tied to the SoW. Plans start at £150 a month for five workflows. A workflow counts when its SoW is signed.

PSA estimates: Dynamics 365 Project Operations and Kantata

Dynamics 365 Project Operations

Microsoft's own project tool says you can "develop accurate estimates for labor, expenses, and materials, and track budget-to-actual consumption as projects progress." It supports "fixed-price, time and materials, or retainer-type contracts," works with Dynamics 365 Sales, and uses Copilot to "build project task plans." It's listed at $135 per user a month, paid yearly.

If your own firm runs on Dynamics 365, this keeps the quote, the contract and the billing in one Microsoft system. That's a real edge, and we can't match it.

Verdict: Project Operations wins for partners who run on Dynamics and want one system from quote to invoice. The trade-off is a per-user price for each person who uses it.

Kantata

Kantata calls itself an "AI-driven PSA" that works "across forecasting, delivery, resourcing, and financials." Its home page promises "predictive intelligence that surfaces capacity, scope and revenue risks before it hits your margins," and its pricing page lists "over 1,200 prebuilt connectors" with "built-in MCP support."

Kantata and ScopeStack also work together. Our Kantata integration turns approved scopes into Kantata projects, with phases, tasks and resources, through our Integration Engine.

Verdict: Kantata wins when staffing and forecasts are the harder problem. Pricing is a plan tailored to you, on request. If you need both a quote tool and a PSA, you can scope in ScopeStack and deliver in Kantata.

Services CPQ: ScopeStack
